針對美國337調(diào)查案件，收集、整理和翻譯相關資料，提供包含基本事實判斷、法律分析和相關方利益焦點的咨詢服務，并出具書面法律意見；研究提出評論意見等。Collect, collate and translate relevant materials for cases by Section 337 Investigations of the United States, provide consulting services including basic fact judgment, legal analysis and interest focus of interested parties, and issue written legal opinions; make research and comment, etc.

2. 采購標的需執(zhí)行的國家相關標準、行業(yè)標準、地方標準或者其他標準、規(guī)范；(2) Relevant national standards, industry standards, regional standards, or other standards and specifications applicable to the procurement objects;

符合中華人民共和國法律法規(guī)要求。Conform with the requirements of laws and regulations of the People's Republic of China.

二、申請人的資格要求

II. The qualification requirements for applicants

1、第1包需滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(1) Package 1 must comply with the provisions stated in Article 22 of the Government Procurement Law of the People's Republic of China..

2、投標人應為合法注冊的律師事務所,投標人國籍應與包（子庫）名稱相符。第1包中國律師事務所投標人應為在中國大陸注冊的律師事務所；(2)The bidders shall be a legally registered law firm, and the nationality of the bidder shall be consistent with the name of the package (sub-library).The bidder of China Law Firm in Package 1 shall be a law firm registered in Chinese mainland;

3、具有獨立承擔民事責任的能力；(3)Having the ability to independently bear civil liabilities;

4、具有良好的商業(yè)信譽和健全的財務會計制度；(4) Having good business reputation and sound financial and accounting system;

5、具有承辦委托法律服務事項的團隊和能力。(5) Having a team with the ability to undertake the entrusted legal services.

6、第1包投標人應有依法繳納稅收和社會保障資金的良好記錄;6. The bidder of Package 1 shall have the good record in paying taxes and social security funds according to law;

8、本項目的特定資格要求：8. Specific qualification requirements of this project:

（1）第1包投標人不得為“信用中國”網(wǎng)站（www.creditchina.gov.cn）中列入失信被執(zhí)行人和重大稅收違法案件當事人名單的投標人，不得為中國政府采購網(wǎng)（www.ccgp.gov.cn）政府采購嚴重違法失信行為記錄名單中被財政部門禁止參加政府采購活動的投標人（處罰決定規(guī)定的時間和地域范圍內(nèi)）。信用信息截止時點為開標當日；(1) The bidder in the Package 1 shall not be the bidder listed on the website of Credit China (www.creditchina.gov.cn) as the executor of dishonesty and the Litigant List of Major Tax Violation Cases, and shall not be the bidder who is in the record list of serious illegal dishonesty of government procurement of China Government Procurement Network (www.ccgp.gov.cn) and is banned from participating in government procurement activities by the financial department (within the time and geographical scope specified in the penalty decision). The deadline of credit information is the day of bid opening;

（2）投標人應獲取本項目招標文件。(2) The bidder shall obtain the bid documents of this project.

投標人在平臺下載投標文件編制軟件進行投標文件編制，投標文件編制完成后，使用CA進行投標文件的加蓋簽章，并將加蓋簽章的投標文件加密導出后上傳，最后使用CA進行開標截止時間后的解密。

Bidders should download their bidding document software on the platform, and prepare their bids. All the bids should be sealed using CA, encrypted, exported and uploaded; and the bids should be decrypted after the bid opening deadline.

本項目將通過中國通用招標網(wǎng)（www.china-tender.com.cn）電子招標平臺（以下簡稱“本平臺”）進行網(wǎng)上全流程招投標，有意向的投標人須在平臺注冊后辦理CA電子證書。辦理CA電子證書后，也可以使用CA電子證書參加在本平臺進行的其他全流程招投標項目，因其他項目辦理過本平臺CA鎖的，如CA鎖還在有效期內(nèi)，則可直接使用。

The whole-process bidding will be conducted online through the electronic bidding platform of China General Tendering Website (www.china-tender.com.cn) (hereinafter referred to as the "Platform"). Interested bidders shall apply for an e-certificate(CA)after registration on the platform, which is also applicable in other whole-process bidding projects on the platform. If a CA lock is required in other projects, this CA lock, if valid, is applicable.

3）售價：投標人可選擇按項目或按年度辦理，選擇按項目辦理的費用為500元人民幣或80美元或70歐元；選擇按年度辦理的，費用為800元人民幣或110美元或100歐元，可在有效期內(nèi)參與平臺的其他全電子項目，售后不退。

VI. Other supplementary matters

1.政府采購政策：（不適用）1. The government’s procurement policy: (not applicable).

（1）鼓勵節(jié)能政策：在技術、服務等指標同等條件下，優(yōu)先采購屬于國家公布的節(jié)能品目清單中產(chǎn)品。  (1) Policy of encouraging energy conservation: under the same conditions of technology and service, the products in the list of energy-saving items published by the state shall be preferentially purchased.

（2）鼓勵環(huán)保政策：在性能、技術、服務等指標同等條件下，優(yōu)先采購國家公布的環(huán)保產(chǎn)品品目清單中的產(chǎn)品。(2) Policy of encouraging environmental protection: under the same conditions of performance, technology and service,products in the list of environmental protection products published by the state shall be preferentially purchased.

（3）扶持中小企業(yè)政策：貨物和服務項目評審時小型和微型企業(yè)產(chǎn)品享受10%的價格折扣，用扣除后的價格參加評審；工程項目評審時小型和微型企業(yè)在采用原報價進行評分的基礎上增加其價格得分的3%。(3) Policy of supporting small and medium-sized enterprises: when evaluating goods and services items, products from small and micro enterprises shall enjoy a price discount of 10%, and shall participate in the evaluation with the deducted price; during the project evaluation, on the basis of adopting the original quotation for scoring, scoring of small and micro enterprises shall be increased by 3% of the price scores.

（4）投標產(chǎn)品不得為進口產(chǎn)品。(4) The bidding products shall not be imported products.

（5）本項目鼓勵節(jié)能產(chǎn)品、環(huán)保產(chǎn)品和中小企業(yè)投標（監(jiān)獄企業(yè)、殘疾人福利性單位視同小型、微型企業(yè)）的具體辦法詳見第三章評標辦法。與第三章評標辦法內(nèi)容不一致的，以第三章評標辦法規(guī)定為準。  (5) For specific measures for encouraging bidding of energy-saving products, environmental protection products and small and medium-sized enterprises in this project (prison enterprises and welfare units for the disabled are regarded as small and micro enterprises), please refer to Chapter III Bid Evaluation Measures for details. In case of any inconsistency with the contents of Chapter III Bid Evaluation Measures, the provisions of Chapter III Measures shall prevail..
