中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 從中華人民共和國(guó)關(guān)境內(nèi)制造的貨物：投標(biāo)人只能為投標(biāo)設(shè)備的制造商。

For goods manufactured within PRC customs territory ：Bidders can only be the manufacturers of the bidding equipment.

從中華人民共和國(guó)關(guān)境外制造的貨物:投標(biāo)人可為投標(biāo)設(shè)備的制造商或授權(quán)代理商。

For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.

如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。

If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

 

C.特種設(shè)備證書：投標(biāo)人須提供制造商的《中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證》-壓力容器制造D級(jí)資質(zhì)，且證書在有效期內(nèi)。投標(biāo)時(shí)需提供原件掃描件（原件備查）。

Special Equipment License: Bidder shall provide manufacturer's “special equipment production license of the people's Republic of China”- D grade qualification for pressure vessel manufacturing, and the certificate shall be within the validity period.  The scanned copy of the original shall be provided during bidding (the original copy for reference).

（2）業(yè)績(jī)要求Requirement for Bidder's reference:

2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有1個(gè)項(xiàng)目的聚丙烯裝置旋風(fēng)分離器合同業(yè)績(jī)，且均滿足如下技術(shù)要求：

    1)旋風(fēng)分離器筒體直徑≥800mm，內(nèi)表面粗糙度≤125 RMS或 Ra≤3.2μm。

    2)設(shè)計(jì)壓力≥3.6MPag, 總效率≥99.5%。

From January 1, 2014 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have 1 project Recirculation Cyclone for PP Plant contract performance, and meet the technical requirements:

1)Recirculation Cyclone cylinder diameter ≥800mm, internal surface roughness ≤125 RMS or Ra≤3.2μm.

2)Design pressure ≥3.6MPag，Total efficiency ≥99.5%。

 

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、項(xiàng)目名稱、貨物名稱(旋風(fēng)分離器)、裝置名稱（聚丙烯裝置）、筒體直徑、內(nèi)表面粗糙度、設(shè)計(jì)壓力、總效率。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:  copies of sales contract. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of project, name of manufacturer, name of Goods(Recirculation Cyclone), name of plant(PP Plant), cylinder diameter, internal surface roughness, design pressure, total efficiency.

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、項(xiàng)目名稱、貨物名稱(旋風(fēng)分離器)、裝置名稱（聚丙烯裝置）、筒體直徑、內(nèi)表面粗糙度、設(shè)計(jì)壓力、總效率,均視為無(wú)效業(yè)績(jī)。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of project, name of manufacturer, name of Goods(Recirculation Cyclone), name of plant(PP Plant), cylinder diameter, internal surface roughness, design pressure, total efficiency, the relevant reference will be deemed invalid.

4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2024年09月19日開始至2024年09月26日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。投標(biāo)人須在線填寫購(gòu)買招標(biāo)文件登記表，并在線支付標(biāo)書款，支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。對(duì)于使用美元購(gòu)買招標(biāo)文件的投標(biāo)人，需電匯至以下賬號(hào)：收款人：中化建國(guó)際招標(biāo)有限責(zé)任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號(hào)：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。

 

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from September 19, 2024 to September 26, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. 5. 投標(biāo)文件遞交截止時(shí)間和方式：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2024年10月11日上午09:30（北京時(shí)間）前線上提交至中國(guó)國(guó)際招標(biāo)網(wǎng)站（http://www.chinabidding.com）。在此時(shí)間后收到的投標(biāo)文件恕不接受。

 

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 09:30 am (Beijing Time) on October 11, 2024. Any bid beyond the required time and date shall be subject for rejection.

Bid-opening time: Bids will be opened  at 09:30 a.m (Beijing time) on October 11, 2024.

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results  will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .

10. 提示Notes

投標(biāo)人進(jìn)入開標(biāo)大廳后，需要進(jìn)行簽到操作，等待開標(biāo)主持人指令。允許解密后，投標(biāo)人點(diǎn)擊解密按鈕進(jìn)行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號(hào)綁定的CA），輸入正確的CA密碼。（請(qǐng)注意：如投標(biāo)人未在投標(biāo)截止時(shí)間/開標(biāo)時(shí)間前進(jìn)行簽到，原則上將無(wú)法進(jìn)行解密，將被視為撤回其投標(biāo)文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標(biāo)文件解密時(shí)限為60分鐘。投標(biāo)人未在上述解密時(shí)限內(nèi)完成解密視為解密失敗，根據(jù)《電子招標(biāo)投標(biāo)辦法》的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。

The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標(biāo)人對(duì)開標(biāo)有異議的，應(yīng)當(dāng)在開標(biāo)現(xiàn)場(chǎng)提出，招標(biāo)人當(dāng)場(chǎng)做出答復(fù)，并制作記錄。未在線上開標(biāo)現(xiàn)場(chǎng)提出的開標(biāo)異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
