中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標條件

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業(yè)園區(qū)新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

系統包含預接觸罐及攪拌器、汽蒸器及攪拌器、汽蒸旋風活化器。

預接觸罐：容積0.0055m3、設計壓力4.6MPaG、設計溫度190℃；

汽蒸器：容積62.5m3、設計壓力0.5 MPaG、設計溫度200℃。

Main Specifications: system inlude Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator.

Precontacting Pot: Volume0.0055m3,Design pressure 3.9MPaG，Design Temp 190℃;

3. 對投標人的資格和業(yè)績要求：

（1）資格要求

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference；

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 從中華人民共和國關境內制造的貨物：投標人只能為投標設備的制造商。

For goods manufactured within PRC customs territory ：Bidders can only be the manufacturers of the bidding equipment.

從中華人民共和國關境外制造的貨物:投標人可為投標設備的制造商或授權代理商。

For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.

如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。

If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）業(yè)績要求Requirement for Bidder's reference:

2014 年1 月1 日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少2個合同聚丙烯裝置催化劑制備和處理系統（每個合同須均含預接觸罐及攪拌器、汽蒸器（罐）及攪拌器、汽蒸旋風活化器）的供貨業(yè)績，且均滿足汽蒸器（罐）材質為雙相鋼、容積不低于40m3、攪拌器軸長不小于8m，同時預接觸罐滿足容積不低于0.005m3及攪拌器設計轉速達到400rpm的技術要求。

From January 1, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least 2 complete supply contracts performance of Catalyst Preparation and Handling System (each contract including Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator) for PP Plant, and meet the technical requirement that 1) the material of Streamer shall be dual phase steel with a volume of not less than 40m3and the agitator’s shaft length no less than 8m; & 2) Pre-contacting Pot’s volume no less than 0.005m3and agitator design speed not less than 400rpm.

投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復印件和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、裝置名稱、貨物名稱、供貨范圍（包含預接觸罐及攪拌器、汽蒸器（罐）及攪拌器、汽蒸旋風活化器）、汽蒸器（罐）的材質和容積、汽蒸器（罐）攪拌器軸長、預接觸罐容積及攪拌器設計轉速及到貨驗收材料。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, name of manufacturer, name of the plant, name of goods, supply scope (including Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator), material, volume and the agitator shaft length of the Steamer, as well as the volume and and agitator design speed of the Pre-contacting Pot and acceptance evidence of goods delivery.

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、供貨范圍（預接觸罐及攪拌器、汽蒸器（罐）及攪拌器、汽蒸旋風活化器）、汽蒸器（罐）的材質和容積、汽蒸器（罐）攪拌器軸長、預接觸罐容積及攪拌器設計轉速，均視為無效業(yè)績。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing contract, name of manufacturer, name of the plant, name of goods,  supply scope (including Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator), material, volume and the agitator shaft length of the Steamer, as well as the volume and and agitator design speed of the Pre-contacting Pot, the relevant reference will be deemed invalid.

4. 有興趣的投標人可通過以下方式獲取招標文件：從2024年9月29日開始至2024年10月11日止，請登錄中國海油采辦業(yè)務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元購買招標文件的投標人，需電匯至以下賬號：收款人：中化建國際招標有限責任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Sept.29th, 2024 to Oct.11th, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

5. 投標文件遞交截止時間和方式：所有投標文件都應附有按規(guī)定提交的投標保證金，并于2024年10月21日上午10:00（北京時間）前線上提交至中國國際招標網站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。

 

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 10:00 am (Beijing Time) on Oct. 21st, 2024. Any bid beyond the required time and date shall be subject for rejection.

 

6. 開標時間：定于2024年10月21日10:00時（北京時間）開標。

Bid-opening time: Bids will be opened  at 10:00 a.m (Beijing time) on Oct. 21st, 2024.

投標人獲取招標文件后需登錄機電產品招標投標交易平臺辦理CA鎖CA鎖便于用來線上投標時使用，咨詢全流程操作電話：4000606000-1。

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.

 

9. 投標人在投標前應在必聯網（https://www.ebnew.com）或機電產品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結果將在機電產品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業(yè)務管理與交易系統（https://buy.cnooc.com.cn）上發(fā)布。

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results  will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .

10. 提示Notes

投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標文件解密時限為60分鐘。投標人未在上述解密時限內完成解密視為解密失敗，根據？電子招標投標辦法？的規(guī)定，視為投標人撤回投標文件。

The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標人對開標有異議的，應當在開標現場提出，招標人當場做出答復，并制作記錄。未在線上開標現場提出的開標異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
